On Tuesday, Vedomosti reported that Mikhail Burla, the Chairman of the Supreme Soviet of the Republic of Transdniestria (VS PMR), asked RF Gosduma Chairman Sergei Naryshkin to consider drafting a law that would permit Transdniestria’s possible accession to Russia. The paper, which obtained a copy of the document, wrote, “This request was forwarded in response to A Just Russia Party’s bill that proposes simplifying the procedure for new territories’ accession to Russia, which would allow Russia to admit parts of foreign states without these states’ consent in the absence of ‘effective and legitimate leadership’ in them by referendum results or applications submitted by the authorities of these regions”.
Burla’s message also says that the bill drafted by A Just Russia Party permits only Crimea to become part of Russia, but it doesn’t apply to Transdniestria because one can’t describe the Moldovan authorities of Moldova as totally ineffective. Furthermore, Burla said that Transdniestria would have to hold an appropriate referendum abiding by Moldovan legislation, as the republic has its own laws. He also said that no Moldovan authorities that could ask to join Russia were now present in Transdniestria. Burla pointed up that 97.2 percent of voters chose to rejoin Russia during a referendum in Transdniestria in 2006. Meanwhile, A Just Russia withdrew their bill on 17 March, probably, for redraft. A Just Russia faction First Deputy Chairman Mikhail Yemelyanov told Vedomosti that his bloc would most likely resubmit the document after adjusting it to allow other territories finding themselves in critical situations to become part of Russia.

Sergei Mironov, leader of the A Just Russia party said that he was proud to be on the American sanctions list, telling reporters on Tuesday, “I think that it’s great that they put me on this black list, it means that they’ve noticed my stance on the Crimea. It’s funny that they’ll ‘freeze accounts’. I want to respond by re-phrasing the phrase from The Golden Calf [famous satirical novel by Ilf and Petrov], ‘Keep looking, Shura, keep looking’. I don’t have such accounts; let them introduce sanctions as much as they want”. Mironov noted that the statement that the RF Gosduma will pass today on the Crimea could be a response to the sanctions, saying, “The world’s very interdependent”. For now, Mironov observed that it’s too early to say how Russia could react, although many want to know this. He responded to media reports on whether the Crimean referendum scenario would repeat in Transdniestria by warning that one shouldn’t jump ahead, saying, “We’ll react to facts, including legal facts, even though the example of the Crimea is very inspiring for many Russian people”.

The RF Gosduma adopted a draft resolution “On the situation in the Crimea”, supported by 441 Deputies, one Deputy abstained from voting. The bill was put on the table yesterday on behalf of the leaders of all four Gosduma factions and Chairman Sergei Naryshkin. In its statement, the Gosduma expressed support of the desire of the Crimean people to reunite with Russia, “Welcoming the declaration of will of the people of Crimea voiced in the referendum of 16 March 2014 on the inclusion of the Republic of the Crimea (RK) and the Autonomous City of Sevastopol into the RF, the Gosduma proceeds from the fact that the public authorities, acting on the territory of the Crimea, would maintain the religious harmony and linguistic diversity of the Republic”. For their part, the deputies declared, “They’d contribute to the socio-economic development of the Crimea and the wellbeing of its population” during the transition period. “The Gosduma would help to ensure the safety of all persons in the territory of the Crimea, regardless of their citizenship, nationality, language, and religious affiliation, so that they could achieve their rights and freedoms”.

The RF Gosduma, the lower house of the Federal Assembly, unanimously passed a statement in which they volunteered to be subject to American and EU sanctions imposed on individual Russian officials and lawmakers due to the referendum in the Crimea, saying, “We suggest that Mr Obama [US President Barack Obama] and EU bureaucrats put all the Gosduma deputies who voted for Crimea’s accession to Russia and for this resolution on the ‘black list’ of persons subject to American and EU sanctions”.

The “sanctions” did have an effect… they united all Russians against the zapadniki interlopers! In short, the Gosduma “dropped trou” en masse and mooned the Americans… and laughed, to top it all off. That is, Russia doesn’t give a shit what the West thinks, and the RVSN protects them from any military incursions. On Tuesday, Yuri Ushakov, President Vladimir Putin’s top foreign policy aide ridiculed EU and US sanctions, slamming the visa bans and asset freezes imposed against Russian officials, saying that Moscow viewed them with irony and sarcasm. Interfax quoted him as saying, “You’ve heard the comments from my colleagues placed on the sanctions list. These sanctions are a bother; truly, they cause nothing but irony and even sarcasm”. Vladislav Surkov, another Kremlin aide, called the sanctions against him a “political Oscar”. Interfax noted that he said, “I believe these are very comfortable sanctions, I’m not experiencing any problems over them. This doesn’t disturb me. On the contrary, I’m proud of this, I believe that it’s a sort of political Oscar from America for a best supporting actor”. ITAR-TASS reported that Ushakov declined to say whether Russia would slap counter sanctions against the West.

Russia and Crimea signed a treaty of accession of the Republic of Crimea (RK) and Sevastopol to the Russian Federation following President Putin’s address to the Federal Assembly. President Putin said that the RK and the Autonomous City of Sevastopol are joining the Russian Federation (RF) as two separate federal subjects. The agreement would temporarily apply from the signature date and would take effect once ratified. According to the agreement, the RF guarantees all peoples inhabiting Crimea and Sevastopol the preservation of their native language and the creation of conditions for learning and developing it. On Tuesday, the Kremlin said that it now considers the RK part of the RF following the signing of the treaty. According to a report posted on the Kremlin website, “We regard the RK as accepted in the Russian Federation from the date of signing” the relevant treaty.
Russian, Ukrainian, and Crimean Tatar will be the official languages in the Crimea, according to a clause in the agreement between Russia and the RK. Elections for the RK and the Federal City of Sevastopol’s governing bodies will be on the second Sunday of September 2015, according to the treaty on the accession of the RK and Sevastopol to the RF and the formation of new entities within it. Before the elections, the RK State Soviet (GS RK) and the Sevastopol Gorsoviet would perform the functions of these government bodies. The treaty on the inclusion of Crimea in the RF envisions a transition period, which will last until 1 January 2015. The purpose of this transition period is to “settle all issues on the integration of the new federal subjects of the RF [the Republic of the Crimea and the Federal City of Sevastopol] in RF economic, financial, credit, and legal systems, and in the RF public administration system. Issues relating to conscription and military service in the territory of the RK and the Federal City of Sevastopol” would also be resolved during this transition period.
According to the treaty signed by the RF and Crimea on the inclusion of Crimea in Russia, Russian citizens conscripted in the RK and Sevastopol would serve their duty in these regions until 2016. Ukrainian citizens residing in the Crimea would become Russian citizens after the signing of an agreement admitting the RK and Sevastopol as parts of the RF, unless they express their wish to keep their current citizenship within a month. “As of the day of the admission of the RK to the RF and the formation of new RF federal subjects, Ukrainian citizens and non-citizens permanently residing in the RK and the Federal City of Sevastopol are recognised as Russian citizens”. Exceptions would be made for persons “who within one month from this day express their wish to keep their current (other than Russian) citizenship for themselves and their underage children or to remain persons without citizenship”.
Delimitation of maritime borders in the Black Sea and in the Sea of Azov following Crimea’s rejoining the RF would follow international law. The accession agreement between the RF and the RK clearly stated, “The delimitation of sea space in the Black Sea and in the Sea of Azov will follow international agreements signed by the RF and on the norms and principles of international law. The land border of the RK next to the Ukraine shall be deemed the RF border”. The agreement would temporarily apply from the date of signing and would come into full force from the date of ratification.

There are two “Cities of Federal Status” in the RF now… Moscow and St Petersburg. The “cleanest” way to “English” this is “Federal City of (Moscow, St Petersburg, or Sevastopol)”. This new accession means that there are now three Cities of Federal Status. If Kiev were to join the RF (not an improbable event), it’d probably become the fourth such city… and may that event come quickly! The Mother of All Russian Cities deserves to be under its rightful flag… and cleansed of the neoliberal and fascist filth defiling it now (unfortunately, Yatsenyuk, Tyagnibok, and Turchinov will flee before justice catches up with them, Klichko will probably be dead, and Darlin’ Yuliya has already skipped off to the West… what does she know what we don’t?).

WARNING! The following smells like a provocation (and smells as if a Westerner wrote it). The so-called “Kiev Patriarchate” is an anti-canonical schismatical body deemed illegitimate and false by all of world Orthodoxy. “Archbishop” (sic) Kliment of the “Kiev Patriarchate” claimed on Ukrainian Channel 5 that priests from the UOC/MP accompanied by armed men threatened to seize property of the “Kiev Patriarchate”. He alleged that, in one recent case, a UOC/MP priest from Sevastopol arrived at the village of Perevalnoye with an entourage of armed men and demanded to see documentation of property belonging to the Kiev Patriarchate there. Kliment claimed that the men “started to take inventory of our property and warned that as soon as Ukrainian servicemen leave Perevalnoye, the chapel at the military base would belong to the Moscow Patriarchate”. The Ukraine has two separate Ukrainian Orthodox churches… the UOC/MP, which is under the Patriarchate of Moscow and all the Russias, and that of the so-called “Kiev Patriarchate”, established in 1992 following a schism with the MP. There is also the Ukrainian Autocephalous Orthodox Church, which no canonical Orthodox Church recognises.
