On Monday, according to the Ministry of Foreign Affairs (MID), Minister of Foreign Affairs Sergei Lavrov urged his French counterpart Laurent Fabius in a phone conversation to prevent the junta in Kiev from using security or military forces against the patriotic resistance in the Ukraine. The MID reported, “The Russian side emphasised the necessity to promptly put an end to the Kiev-pursued policy of aggravated provocation of the already critically tense situation in southern and eastern Ukraine. Lavrov dismissed well-known attempts by the USA and a number of European countries to lay the blame for events taking place there on Russia, and called on Paris as one of the guarantors of the 21 February agreement (between Ukrainian President Viktor Yanukovich and the radical oppositionists) to hold the Kiev authorities back from using force and the army against protesters in Slavyansk and other Ukrainian cities. Russia is ready for international coöperation to settle the situation in Ukraine, including within a possible four-party meeting in Geneva, but its holding directly depends on decisions being made by Kiev under the patronage of, firstly, Washington”.

On Monday, Kryminform reported that Republic of the Crimea (RK) First Vice-Chairman of the Government Rustam Temirgaliyev told journalists that Kiev reduced water supply to the Crimea via the North Crimean Canal from 50 cubic metres per second to 16 cubic metres per second. He said that the RK government prevented the Kiev junta from cutting off all water by finding a technical solution. Temirgaliyev said that the acting junta Deputy Head of the Presidential Administration Andrei Senchenko was behind issuing a direct order to cut off water supplies to the peninsula. Temporary water shortages caused minor irrigation problems in the RK’s Saksky Raion because early sorts of ground vegetables require special watering. However, the Crimean authorities found resources for irrigation.

Temirgaliyev said, “The officials in Kiev should seriously think over what they’re doing by cutting off water supplies on the North Crimean Canal. Such actions arouse bewilderment, to put it mildly. I believe that everything will get back to normal, and these people will be found responsible for issuing criminal orders, including to the Ukrainian Committee for Water Management”. He flatly denied the junta’s allegations that claimed the Crimea didn’t pay for its water {unlike the Ukrainians, who refuse to pay for the gas that they use: editor}. He said that the RK met Ukrainian requirements and handed over all the necessary documents for concluding a water supply contract to Kherson Oblast last Saturday. Temirgaliyev explained, “We said that we were ready to pay the price that inept Kiev officials would set. However, again, they found some formal reasons by saying that we had sent them the wrong documents”.

The North Crimean Canal is a land improvement canal for irrigation and watering of Kherson Oblast in southern Ukraine and the Crimea. The Soviets built it in 1961-71; it has many branches. The canal starts from the Kakhovka Reservoir and stretches out to Kerch in the eastern Crimea.

Asked about President Putin’s reaction to reports coming from the eastern Ukraine asking the Russian president to intervene, Presidential press secretary Dmitri Peskov told journalists, “Regrettably, there are many such requests, addressed personally to Putin and asking him to help, to intervene in this or that form, coming from the eastern Ukraine. [President Putin] watches the situation’s development in these regions with great alarm. That’s all I can say on the issue”.

On Sunday, Interfax reported that a Mariupol website stated that after a rally of about 1,000 participants supporting the Donetsk People’s Republic, “Unidentified people seized the Mariupol Gorsoviet building”.

Kirill Koktysh, an associate professor of at MGIMO, in a VOR interview, said that the “authorities” in Kiev lack the resources or authority necessary to deal with the patriot movement in the Eastern Ukraine. Moreover, neither they nor the EU has any idea on how to deal with this crisis, which is now a global problem.

The main problem between the Eastern regions and Kiev is the “authorities” inability to get the situation under control as they have no resources, no money, no authority, and no moral authority; they can’t rely on mere force because the loyalty of its security forces are questionable. Therefore, the question is, can they pressure the eastern regions to stay within the Ukraine? What sort of message do they need to send? Could they even produce such a message? Up until now, it was questionable, as the Western Ukrainian identity that the junta promoted as a state ideology after the Euromaidan revolt wasn’t palatable to those in the Eastern Ukraine. Consequently, it comes down to whether dialogue is possible, and under what form this dialogue would play out, whether it’d be brute force or whether it’d be well-ordered negotiations.

Do you believe that it’s really becoming a worldwide problem?

Yes, it started as an internal Ukrainian problem on the regional level, but now it’s at the global level. It’s a headache for the West, for the main problem for them is that the resistance in the Eastern Ukraine picked up the same slogans used in Kiev one month ago… and the West strongly those supported same slogans then. So, what happened now? If the West denies that the Eastern Ukraine deserves freedom and self-identity, whatever else, it’d automatically create problems for them. It’d devalue its own ideals, because what would liberty actually mean to a European? How could you explain it? Why the difference? You could apply it to one part of the nation, but not to the other part of the nation. The biggest headache for the junta is that it can’t get its economic message across, as one of the primary motivations behind the Eastern resistance is economic fear; they’re afraid that their mines will close and that they’d lose their jobs. Actually, the EU doesn’t know how to deal with this problem, and the junta has no message on how it intends dealing with this. That means that this problem isn’t temporary, it isn’t a matter of a week or two, it seems to me it that it’s a chronic problem.

RF Gosduma Deputy Frants Klintsevich said that cops in the eastern Ukraine are refusing to obey orders given them by foreign special service operatives to suppress patriot activity, saying, “Security organs in Kiev are doing nothing on their own. Foreign special services operatives, especially from the USA, boss them around. Firstly, [the foreigners] orchestrated the coup, and, now, they’re trying to maintain power. The Ukrainian authorities disproportionately crack down on eastern Ukrainians calling for federalisation and seeking broader powers for their oblasts. It’s clear that instructors and specialists from abroad are playing first fiddle, but I’m glad that many Ukrainians refuse to get involved in this. Doubtlessly, they’ll bring in mercenaries to break up the resistance, but they’ll try to keep that a secret. [Mercenaries] will conduct such operations. The situation in the eastern Ukraine puts Russia in a dilemma because it has no right to react, and yet it’s impossible for it not to react”.

The junta slit its throat by kowtowing to Langley and allowing the CIA to bring in American mercs. Many Ukrainian patriots recoiled at this… some may not like Russia and Russians, but they don’t want to be an American colony under occupation, either. If they had to choose between Russia and the USA, they’d choose the former… not because they’re pro-Russian (or anti-American), but because they want their Ukrainian culture to survive, and that has a better chance under Great Russian rule than under repressive American Consumerist domination. That’s what’s on offer.

Igor Korotchenko, the chief editor of National Defence magazine, said, “What’s going on in Slavyansk today offers proof that the Kiev junta started a war against its own people. One only carries out ‘anti-terrorist operations’ only against terrorists, whilst in Slavyansk they’re conducting ops against the local residents, who merely demand the right to decide the fate of their country. Thus, what’s currently underway in Slavyansk is a mopping-up operation with the use of security forces, along with spetsnaz, armoured vehicles, and helicopter gunships; it’s an operation aimed against peaceful civilians. Ukrainian officials, including SBU boss Valentin Nalivaichenko and MVDU chieftain Arseny Avakov, who issued these orders, committed a crime against humanity; from the point of view of international law, we should classify them as war criminals. We should try to bring Nalivaichenko and Avakov before The Hague-based International Criminal Court (ICC), so, it’s very important for us to get documented evidence of the crimes committed by them in the eastern Ukraine. For this, we need to set up an authoritative international commission, which could start investigating the developments in Slavyansk as soon as possible”.

Slavgorod, a local newspaper reported that the police building and the local SBU office in Slavyansk remain in the hands of the Donetsk People’s Republic Opolchenie. A pro-federalisation rally in the town called for an all-oblast referendum and for cancelling the 25 May presidential election. The paper said, “People showed no intention of going home. They put up tents outside the police building”. Opolchenie patrolling near the SBU don’t allow any video or photography.

RIA-Novosti reported that Nikolai Kovalyov, RF Gosduma Deputy and former FSB chief, thinks that the Ukrainian junta is forcibly suppressing their opponents in the southeast, which is evidence that they’re ignoring the people’s wishes. Kovalyov called these actions “the greatest stupidity”. Kovalyov pointed up that when the putschist leaders were in opposition, they fomented an on the Maidan in Kiev. Yet, Ukrainian, President Viktor Yanukovich didn’t use force against them. However, now, these “Maidan heroes” don’t cavil at using force against their opponents.

For his part, Leonid Kalashnikov, First Deputy Chairman of the Gosduma Committee for International Affairs, said, “in fact, every recent statement by MVDU chief Avakov called to suppress a people’s uprising. Euromaidan activists demanded that Yanukovich annul four so-called anti-extremist laws aimed at suppressing the government’s opponents. However, now that these former oppositionists are in power, they use real repression against their opponents, up to putting people in prison for life. When Yanukovich arrested 15 oppositionists at a Euromaidan rally, there was a real storm of protests, both in the Ukraine and abroad. Today, one sees that the contemporary Ukrainian ‘authorities’ arrest up to 70 to 100 people at one time. The current ‘authorities’ adhere to double standards. The so-called Ukrainian ‘authorities’ would finally regret about their actions only when one could count the number of the victims of these repressions in the hundreds and thousands. However, this would be a belated repentance if the people all over the southeastern Ukraine rise as one against the Kiev usurpers”.

On Sunday, RIA-Novosti reported that the Main Directorate of the Kharkov Oblast MVDU stated that clashes between patriot elements and pro-junta militants injured at least 50 people. Doctors said that most victims only had light and moderate injuries. One cop was amongst those injured. Earlier reports said that patriots, heading to the pre-trial detention centre in Kharkov to support detained activists, clashed with pro-junta militants. After this “provocation”, the patriots returned to Svoboda Square in downtown Kharkov. Several thousand people are now near the Lenin monument to Lenin. Police cordoned off the Kharkov Oblast OGA building.

On Sunday, both patriot and pro-junta rallies occurred in Zaporozhe. Patriot elements holding Russian flags and communist banners filled a street several kilometres from the central square. Pro-junta provocateurs arrived where the patriot rally gathered, and set up a camp. Security forces quickly formed a cordon separating the opponents.

Citing Rossiya-24 TV, Interfax stated that cops in Lugansk sided with patriot elements. Thousands of people in Lugansk, Donetsk, and Kharkov demanded a referendum to decide on the future of the Donbass. Reinforced police squads are patrolling Lugansk. The Main Directorate of the Lugansk Oblast SBU is still under patriot control, they’ve barricaded the building, and hundreds of patriot Opolchenie are inside the building. Thousands of people came to the square in front of the building to show their support. After the Opolchenie returned to the building, a man wearing police uniform, who turned out to be the deputy commander of the Lugansk police, arrived. Rossiya-24 said, “They immediately pinned a St George ribbon on the colonel, which means that police joined forces with the people. According to the police commander, most cops support the patriots”. About 2,000 patriot demonstrators still occupy the square.

On Sunday, Belarusian President Aleksandr Lukashenko said in an NTV interview, “We can draw definite conclusions that refugees may come to our country as there are already thousands of names on the lists [of those already in Belarus), I think that there are about 2,000 people”. Lukashenko stated that many ethnic Belarusians lived in the northern Ukraine, noting, “If they flow in, it’d be very difficult for us, but they’re human beings, they have children, so, we can’t put up a fence and stop them. However, the most important thing is that criminals might attempt to infiltrate the country as well. Therefore, our main lesson is to avoid such in Belarus“.

Local media reported that pro-Russian patriots and pro-junta nationalists clashed in Kharkov, with two people being hurt. Pro-junta supporters carrying “Ukrainian” symbols gathered outside a monument to Taras Shevchenko for a meeting in favour of the junta. At the same time, members of the patriotic resistance gathered by the Lenin monument in Svoboda Square. Most of them wore St George ribbons, a symbol of the Great Victory in the VOV. They demanded a Southeastern Autonomy and demanded that the junta cancel the scheduled presidential “election” on 25 May.

On Sunday, junta boss Aleksandr Turchinov said in a statement posted on the Rada’s official website that the National Security and Defence Council of the Ukraine (SNBOU) decided to launch a large-scale “anti-terror operation” using the Ukrainian armed forces.

On Sunday, Turchinov signed a decree (№ 399/2014) on measures of consolidation of Ukrainian citizens and ending civil confrontation in Donetsk and Lugansk Oblasts. Turchinov’s decree promised not to prosecute or launch administrative charges against participants in mass patriotic actions in Donetsk and Lugansk, and in Donetsk and Lugansk Oblasts. There are several conditions to this “amnesty”. The decree stated, “They need to voluntarily turn in arms, ammunition, explosives, and explosive devices to state bodies; vacate all buildings seized during the protests in Donetsk and Lugansk and in the Donetsk and Lugansk Oblasts by 09.00 local time (10.00 MSK) on 14 April”. The “amnesty”, according to the decree, doesn’t apply to those linked to injuring and murdering Ukrainian citizens, including soldiers and cops.

I’d note that Turchinov’s “decrees” are less than farts in the wind. No one attends to them, except for the Western media and his American handlers (that’s why the CIA keeps a lot of people in Kiev… the junta’s their running dog; they keep it on a RATHER short leash).

On Sunday, junta jefe Aleksandr Turchinov went on Ukrainian TV, “This isn’t a war between Ukrainians, but it’s an artificially created confrontation aimed at weakening and destroying the Ukraine. We’re ready to give a rebuff to any attempts of intrusion, destabilisation, or terrorist actions with arms in hands. The National Security and Defence Council of the Ukraine (SNBOU) decided to launch a large-scale ‘anti-terror operation’ (sic!) using the Ukrainian armed forces”. Turchinov promised not to punish those who’d lay down their arms, then, he said that he might consider expanding regional powers, carrying out broad local self-government reform, and the renewal of local government bodies.

Legitimate Ukrainian President Viktor Yanukovich told journalists in Rostov-on-Don late Sunday that the Ukraine is “moving towards bankruptcy”, but that the Ukrainian people “would never submit to yield to dictatorial rule, especially, from nationalists”. He noted that dialogue was more important for the Ukraine now than early elections. Yanukovich asked the Ukrainian Army not to obey “criminal orders” to shoot at the Ukrainian people issued by junta and warned that the latter would face criminal charges for everything that happened in the Ukraine. Yanukovich blamed the USA for its direct interference in Ukrainian domestic affairs, saying, “It carries its share of responsibility for unleashing civil war in our country”.

You can attack Viktor Fyodorovich all that you want… he’s a good Orthodox Christian who kept his forces in order, and made sure that they didn’t respond with unnecessary force to the provocations of the Euromaidan Mob. He was LESS corrupt than any of the present junta was (or is)… the Western media is silent on how they have MORE than he ever had.

Yanukovich said that the USA is directly behind the present events in the Ukraine. It used its diplomatic channels and security services to meddle in domestic affairs, and the CIA director visited Kiev to meet with MVDU boss Avakov and junta jefe Turchinov to give them orders.

Legitimate Ukrainian President Viktor Yanukovich told journalists, “They (the junta in Kiev) don’t understand that dialogue is much more important for the country today than successful presidential elections; a broad dialogue will serve as ground for finding a consensus. Our regions don’t want to bow to orders from the central authorities. That’s why a referendum would calm the country, stop a civil war, and save the Ukraine from splintering. It’s the only solution under these circumstances. This is a legitimate and fair demand from Ukrainian people who’re looking for protection from lawlessness, arbitrary rule, and humiliation. Describing the legitimate demands of Ukrainian citizens as separatism, and calling the other, less numerous, part of the country revolutionaries, they (the junta) consciously split Ukrainian society apart, provoking its further disintegration”.

On Sunday, Russian UN Ambassador Vitaly Churkin said that the junta in Kiev sent the military to the eastern Ukraine because the cops sided with the patriotic resistance, saying, “In some places, the police took the side of the resistance. The Kiev “authorities” now have to fling suppression forces from other parts into action”.

On Sunday, in remarks at a UN Security Council meeting, Vitaly Churkin, the Permanent Representative of the RF at the UN, said, “A very dangerous situation took shape in the southeastern Ukraine. We must prevent further escalation of it immediately. The Western sponsors of the Maidan protests, including the USA, have to hold in check their protégés, who’ve gotten out of control, and make them dissociate themselves from neo-Nazis and other extremists. They must stop using the armed forces against the Ukrainian people, and immediately launch a truly nationwide dialogue, with an equal participation of all regions, in the interests of effecting a radical constitutional reform as soon as possible. Only the West has the opportunity to avert a civil war in the Ukraine. The West should stop looking for the hand of Moscow in developments in the southeastern Ukraine. Stop doing that. Stop spreading fibs to the effect that we’ve concentrated large military forces on the border with that country, forces ostensibly prepared to reach nearly the English Channel within hours. It’s time to realise that the people in the southeastern Ukraine are deeply concerned for their future and they don’t want anyone, certainly not unbridled radical nationalists, to impose their will on them”.

On Sunday, Vitaly Churkin, the Permanent Representative of the RF at the UN, told reporters after a meeting of the UN Security Council, “[If it develops into a worst-case scenario], I believe that our Western partners will be responsible for 99 percent of it. The decision of Kiev authorities to engage in combat actions in the southeastern Ukraine would entail the harshest consequences and would lead to escalation and a deeper crisis in the Ukraine. I’d like to hope that, as a result of our quite difficult debate in the UN Security Council, our Western partners would think about how high their responsibility is for current events and would warn those politicians in Kiev, who don’t take any serious step without approval from Western capitals, from fulfilment of this insane plan”.

Oleg Tsaryov, a popular Rada People’s Deputy, and candidate for Ukraine’s presidency, said, “We should delay the election until the autumn. First, we should amend the Constitution, then, after they fulfil all our conditions, we’d be ready to take part in elections”. Tsaryov urged people from southeastern Ukraine to consolidate and make united demands to the country’s leadership, which must enter into negotiations with the resistance and listen to them. Earlier, he agreed to lead the southeastern movement for federalisation. At a news conference in Donetsk, he pointed up that was the only way to “save the country from breaking up”.

Junta chieftain Aleksandr Turchinov didn’t rule out the possibility of declaring a national referendum, which, he said, might be held on the same day with the presidential election on 25 May, saying, “We aren’t against a referendum. This guy is smokin’ crack… and the USA eggs him on. Doesn’t he realise that the Americans don’t give a fig what happens to him? At best, he’ll get a spot in exile, like Batista. At worst, he’ll end up dead. He doesn’t realise yet that the Americans don’t give a shit one way or the other.

On Monday, Minister of Foreign Affairs Sergei Lavrov said in a statement that Western hypocrisy over the Ukraine is way out of proportion, saying, “The decision to apply military force is an extremely dangerous development. We should hold those who urge such actions in Kiev responsible to the fullest extent”. He also noted that the West hadn’t yet responded to the junta’s intention to use the military against the resistance in the southeastern Ukraine. Lavrov added that the USA didn’t offer any sensible explanation about reports of a visit by the CIA chief to Kiev. He noted that no units of the GRU or FSB are in the Ukraine and that Russia was for a united and integrated Ukraine.
