Interfax reported that several hundred people gathered in Donetsk at the Lenin Monument on Lenin Square on Sunday for a rally marking the 73rd anniversary of the beginning of the VOV. The rally began with a minute of silence. It also commemorated members of the Donetsk People’s Republic (DNR) who died in the repression operation carried out by junta forces. Participants held DNR and Russian flags, brought carnations, and carried portraits of people killed by junta forces. Some 200 members of the DNR opolchenie, including a dozen women took oaths at the rally. P Yu Gubaryov, Donbass People’s Governor, and M V Rudenko, a member of the DNR Supreme Soviet, congratulated them at this event. The new opolchenietsy went off to reinforce Slavyansk, under siege by junta forces. Gubaryov said that the management at the Komsomolets Donbassa mine denied the wages of opolchenietsy who returned from the front on Saturday, claiming that they’d skipped work. However, the DNR authorities stepped in and the mine is now under the DNR’s authority.

A spokesman for the local opolchenie told ITAR-TASS that junta forces shelled Slavyansk from Karachun Hill on Sunday night and Monday morning, hitting on, but it abated later on. Meanwhile, water and electricity supplies in besieged Slavyansk remain disrupted. As the siege makes it impossible to ensure uninterrupted food deliveries, the local authorities distribute food rations among pensioners and large families. Humanitarian aid comes in from neighbouring towns.

On Monday, according to the People’s Front of Novorossiya, A Yu Borodai, Chairman of the DNR Government, said, “Currently, a ceasefire can be the only subject of discussion, to stop the massacre of civilians and to stop destruction of Donbass infrastructure. We can only discuss more serious talks after the full withdrawal of all Ukrainian army forces from the DNR. V V Medvedchuk, the head of Ukrainian Choice, held preliminary talks with DNR representatives. We’re certain that our armed forces will win over the forces of the Kiev-based junta. However, we aren’t ruling out reaching a ceasefire deal for the sake of preventing a humanitarian disaster in the Donbass”.
For his part, People’s Front leader O A Tsaryov announced his conditions for launching talks with the Ukrainian authorities. According to a statement posted on Facebook, talks between Kiev, the DNR, and the Lugansk People’s Republic (LNR) can only begin after “withdrawal from the LNR and DNR of the ‘National Guard’ (sic) and illegal armed groups of Kolomoisky and the Right Sector, as well as junta units responsible for killing civilians”. Tsaryov also thinks that Kiev must pay compensation to the families of slain civilians, to those with houses wrecked by the fighting, to municipalities for the damage caused by junta troops to the public infrastructure, as well as to owners of ruined industrial facilities. Also amongst Tsaryov’s conditions is “an agreement between the Ukrainian President and the Republic’s parliaments on a draft constitutional act defining the status of the People’s Republics” and extending amnesty to all opolchenietsy, as well as political prisoners held by the junta. Earlier a source in the DNR government told Interfax that DNR leaders submitted their demands at talks with Medvedchuk, although they still wouldn’t accept the peace plan proposed by Poroshenko until all junta troops leave Novorossiya.

Already there are fatalities amongst local civilians. Last night, one of our partisan groups attacked enemy forces near Dolina. We hit 2 APCs with RPGs, and small arms fire raked the personnel in the vehicles. Besides the 2 above-mentioned APCs, this valiant group hit a MICV at a strongpoint near Yatske, it ambushed 1 Ural [truck], and they blew up a Hummer vehicle with a mine on the same road. More Su-25 close support aircraft arrived at an airfield near Mariupol”

On Monday evening, Interfax reported that anti-junta demonstrators gathered outside the DNR government building in Donetsk even as negotiators from the junta, Novorossiya, Russia, and the OSCE held peace talks inside the building. The demonstrators held banners reading “Donbass is Russia” and “Get fascism out of the Donbass”.

On Monday, Interfax reported that junta and Novorossiya representatives agreed to a ceasefire until 10.00 on 27 June. Former Ukrainian president L D Kuchma announced this at a briefing after peace talks in Donetsk in which he spoke for the junta. A Yu Borodai, Chairman of the DNR Government, said on Rossiya-24 TV, “The ceasefire deadline remains the same, 10.00 27 June. We’d like to say that Russia and the OSCE would monitor it. We hope that during the ceasefire period both sides would manage to come to terms and start consultations on talks for a peaceful resolution of the conflict. In response to a ceasefire by Kiev, we pledge to stop fighting on our part”. People’s Front leader O A Tsaryov said that the Donetsk negotiations between the junta and Novorossiyan elements should continue, telling reporters, “We suggested to the Ukrainian representatives that we should hold the next round of negotiations in Slavyansk”.
Russian Ambassador to the Ukraine, M Yu Zurabov expressed hope that Novorossiyan leaders would be willing to hold more negotiations to settle the conflict with the junta after Monday’s talks in Donetsk, telling Rossiya-24, “We expect that the DNR and LNR representatives will work some more on their position shortly and tell us that they stand ready for further consultations to solve two problems… firstly, achieving a sustainable truce, a viable peace, and the ending of gunfire, and secondly, launching an inclusive negotiation process”. Heidi Tagliavini from the OSCE mission to the Ukraine said that they’d continue searching for a team that went missing in the DNR. She said that the OSCE is willing to help settle the conflict in Novorossiya, but needs to be sure that its people are safe.

The warrants accuse A Yu Borodai, Chairman of the DNR Government, security service chief Alexander Khodakovsky, Deputy Chairman of the Government for Social Policy Aleksandr Kalyussky, Labour and Social Policy Minister Roman Lyagin, Information and Mass Communications Minister Aleksandr Khryakov, government property manager Boris Litvinov, and Economic Development Minister Vladimir Podgorny, and LNR Defence Minister Igor Plotnitsky, Interior Minister Yuri Ivakin, Central Election Commission chief Aleksandr Malikhin, and Supreme Soviet Chairman Aleksei Karyakin.

A Yu Borodai, Chairman of the DNR Government, told Interfax, “There can’t be any negotiations for two reasons… firstly, real negotiations as such are possible only after Kiev fulfils the seven conditions presented on Monday by the co-chairman of Novorossiya, O A Tsaryov. These conditions are our common position. Secondly, the people that came to Donetsk today lack any formal state power and status. Thus, Kiev presented P A Poroshenko’s position via ex-President Leonid Kuchma. We can only talk about informal preliminary consultations, at least the DNR Government began a dialogue with Kiev. For some time they’ve preferred to speak with heavy artillery. Continuation of discussion on any agreements, even at an informal level, is possible only after a complete cease-fire by the Ukrainian side, as well as the complete cessation of movement of their forces, which threaten the Donbass People’s Opolchenie”.
