Interfax reported that several hundred people gathered in Donetsk at the Lenin Monument on Lenin Square on Sunday for a rally marking the 73rd anniversary of the beginning of the VOV. The rally began with a minute of silence. It also commemorated members of the Donetsk People’s Republic (DNR) who died in the repression operation carried out by junta forces. Participants held DNR and Russian flags, brought carnations, and carried portraits of people killed by junta forces. Some 200 members of the DNR opolchenie, including a dozen women took oaths at the rally. P Yu Gubaryov, Donbass People’s Governor, and M V Rudenko, a member of the DNR Supreme Soviet, congratulated them at this event. The new opolchenietsy went off to reinforce Slavyansk, under siege by junta forces. Gubaryov said that the management at the Komsomolets Donbassa mine denied the wages of opolchenietsy who returned from the front on Saturday, claiming that they’d skipped work. However, the DNR authorities stepped in and the mine is now under the DNR’s authority.

A spokesman for the local opolchenie told ITAR-TASS that junta forces shelled Slavyansk from Karachun Hill on Sunday night and Monday morning, hitting on, but it abated later on. Meanwhile, water and electricity supplies in besieged Slavyansk remain disrupted. As the siege makes it impossible to ensure uninterrupted food deliveries, the local authorities distribute food rations among pensioners and large families. Humanitarian aid comes in from neighbouring towns.

Also amongst Tsaryov’s conditions is “an agreement between the Ukrainian President and the Republic’s parliaments on a draft constitutional act defining the status of the People’s Republics” and extending amnesty to all opolchenietsy, as well as political prisoners held by the junta. Former Ukrainian president L D Kuchma announced this at a briefing after peace talks in Donetsk in which he spoke for the junta. In response to a ceasefire by Kiev, we pledge to stop fighting on our part”. People’s Front leader O A Tsaryov said that the Donetsk negotiations between the junta and Novorossiyan elements should continue, telling reporters, “We suggested to the Ukrainian representatives that we should hold the next round of negotiations in Slavyansk”.
Russian Ambassador to the Ukraine, M Yu Zurabov expressed hope that Novorossiyan leaders would be willing to hold more negotiations to settle the conflict with the junta after Monday’s talks in Donetsk, telling Rossiya-24, “We expect that the DNR and LNR representatives will work some more on their position shortly and tell us that they stand ready for further consultations to solve two problems… firstly, achieving a sustainable truce, a viable peace, and the ending of gunfire, and secondly, launching an inclusive negotiation process”. Heidi Tagliavini from the OSCE mission to the Ukraine said that they’d continue searching for a team that went missing in the DNR. She said that the OSCE is willing to help settle the conflict in Novorossiya, but needs to be sure that its people are safe.
