Citing Donetsk People’s Republic (DNR) official sources, RIA-Novosti said that the first session of the Supreme Soviet of the Federal State of Novorossiya is to open on Thursday in Donetsk. The source said, “The deputies will debate ratifying a constitutional resolution creating the Federal State of Novorossiya”. The deputies shall also choose the Soviet’s governing body, a chairman, and a deputy chairman. The Supreme Soviet of the Federal State of Novorossiya will have 60 deputies… half from the DNR and half from the Lugansk People’s Republic (LNR).

A post on Vkontakte said, “Journalists of the Ukrainian branch of Russian Radio bought and organised the transfer of military equipment to a unit of the ‘National Guard’ (sic), which is to take part in the punitive operation in the Eastern Ukraine in the near future. In protest against this explicit support of the ‘antiterrorist operation’ against its own people on the part of representatives of the national media community, Cyberberkut conducted a DDoS attack on the website www.rusradio.ua“. They’ve run out of money; they haven’t received any for more than two months. The town now lacks water or electricity. There is no gas in some districts. Famine may break out soon. We should evacuate the civilian population”. Vehicles with medicines and food have to use drawn-out routes to reach Slavyansk to avoid shelling, so, the city has a critical food shortage. Dudik said, “We’ve come here for two months, helping people. We know the fighters well and they know us. However, they won’t let us through now; they say that they have orders not to”. Problems evacuating refugees began around two weeks ago. Uniate ‘National Guard’ (sic) terrorists turn back whatever vehicles they can. Despite a week-long ceasefire announced by P A Poroshenko, the junta continues to heavily shell Slavyansk and other cities in Novorossiya.

Earlier, the DNR and LNR legislatures ratified the constitution. According to its Constitution, the SNR is a “democratic, confederative, rule-of-law state” that acknowledges and protects equal rights for its citizens. The SNR is a nuclear-free zone and, according to its Constitution, any state could apply for membership.

DNR official sources told ITAR-TASS that opolchenie took over a MVDU installation in downtown Donetsk, saying, “In the morning, the troops there received an order from the Minoborony Ukrainy to begin active actions against the DNR”. Troops from the Vostok Battalion arrived for talks with the junta troops, but a shootout began. The source said, “The installation is at 116 Shchors Street. The exchange of fire stopped and the compound is now under opolchenie forces control”. Eyewitnesses said that intense fire from avtomats broke out shortly after 18.00 local time (08.00 PDT. 11.00 EDT. 16.00 BST. 19.00 MSK. 01.00 27 June AEST). Traffic cops closed nearby streets and didn’t let either private cars or public transport there. There’s no information on the dead and killed (if any) in this incident.

Early on Friday morning, two explosions damaged a railway bridge in the DNR. A railway spokesman said that the blasts partially damaged a pillar, a bridge span, ten railway sleepers and 12 metres of the track. The damage caused suspension of railway movement. Emergency service specialists are working at the site. The No. 11/12 Lugansk-Moscow passenger train usually uses this railway section. There were incidents reported on the Kondrashevska Nova-Gorodny and Krasnozerovka-Gorodny sections of the same railroad on 24 June.

Melissa Fleming, chief spokesman of the UN High Commissioner for Refugees (UNHCR), told a news briefing that the number of Ukrainians who fled to Russia due to the junta repressions in Novorossiya reached 110,000 this year. The UN also stated that 9,500 people who sought refugee status in Russia are afraid to make formal request for the status of fear of reprisals if they return to the Ukraine. She said, “We’re seeing a sharp rise in (internal) displacement in Ukraine”. However, she said that the biggest concern is the rising number of internally displaced people, which increased by 16,400 last week in Novorossiya and now stands at 54,000. The UN report came from information obtained from Russian authorities and UN sources.
On Friday, Fleming told reporters in Genève the number of those internally displaced in the Ukraine represents a huge increase over the previous week, coinciding with the deteriorating security situation in the east. According to the report, 700 Ukrainians went to Poland, Belarus, Czechia, and Romania. The UN High Commissioner for Refugees, Baisa Vak-Voya told RT, “Russia is very favourable. The government takes care of them very well. They cross the border in an organised way. Those who have relatives there, go to their relatives. Those who don’t, go to a government tent camp, run by the Emergency Situations Ministry (MChS). To be honest, this is one of the best-equipped, well-run, and professionally managed camp I have seen”. According to the MChS, over 16,000 refugees arrived in camps in Russia since the beginning of the repressions in Novorossiya.

On Friday, the Ministry of Foreign Affairs (MID) said it notified Kiev about plans to send 60 metric tons of humanitarian aid to Novorossiya. The MID noted, “Our note stated that Russia prepared a truck convoy to deliver a total of 60 metric tons of humanitarian aid comprising food and personal hygiene supplies. We expect that the trucks will go to Lugansk and Donetsk on 28 June, later, they may go to other areas hosting internally displaced people”. The MID also asked Kiev to help the delivery of humanitarian cargo to crisis-hit regions, including mapping out a route for Russian trucks moving through the Ukraine.

We don’t like the term ‘hostages’. We agreed to use the term ‘detainees’. We agreed to conduct such a swap using the ‘all-for-all’ principle. We’ve undertaken to make relevant lists and we hope that our opponents will present such lists as well”.

Aleksei Toporov, Press-Secretary of the LNR Ministry of Defence, told RIA-Novosti, “According to recent reports, the enemy is re-equipping their aircraft in Mariupol and Nikolaev to use NATO thermobaric munitions, which have great destructive power”. Andrei Lysenko, of the Ukrainian National Security and Defence Council (SNBOU), denied this, “Firstly, these bombs aren’t general issue in the Ukrainian forces, and secondly, Ukrainian weapons and equipment aren’t compatible with NATO items”. Thermobaric munitions are volume effects explosives that use dispersion of flammable substances in the form of aerosol and igniting the resulting gas cloud. Such munitions in larger sizes are equal in force to ultra-small tactical nuclear ammunition, but with no radiation effect.

A E Purgin, Chairman of the DNR Government, said that the DNR should leave the Ukraine and integrate with the TS EvrAsES to avoid economic fallout from the Ukraine’s association agreement with the EU, noting, “By making this decision, in fact, the Ukraine cuts itself off from the Russian market. That affects 99 percent of the machine manufacturing and metals industry, and partly affects agriculture, etc… Possibly, the TS EvrAsES wouldn’t apply a tit-for-tat approach, but apply a more nuanced response. In any case, losses in trade with the TS EvrAsES would at least 50 percent. We need to resolve how to exit the Ukraine and how to integrate with the TS EvrAsES, as our industries are vulnerable, we’d lose these markets otherwise. Machine manufacturing in the DNR employs a large number of people and feeds the whole region. If it stopped, our Republic’s budget would be hit hard”.

The enemy had a ceasefire near Krasny Liman and the Seversky Donets River only to move troops to the other side of the river. The so-called ceasefire was only a preparation for an offensive. However, this incident shows that junta forces don’t observe the ceasefire”.

He died on the spot. One of the passengers was severely injured; she was taken to hospital, where she died”.

On Saturday, President V V Putin decreed a call-up of Russian military reservists for training in 2014. The government posted it on its official website for legal information. According to the decree, reservists would report for training for a term of up to two months in the Russian Armed Forces, the VV MVD, state security agencies, and FSB agencies. Terms of military training will be set with the executive bodies of RF Federal subjects, except for refresher military training, which is under the control of the Minoborony Rossii.

On Saturday, Aleksei Karyakin, Chairman of the LNR Supreme Soviet, said at a press conference that the junta drafted radical Right Sector fighters into the Aidar “National Guard” (sic) battalion, which the opolchenie badly mauled. Aidar was one of many untrained motley junta “units” used in the repressions in Novorossiya. According to a Minoborony Ukrainy report, on 17 June, the Aidar battalion, going against higher orders, decided to attack the opolchenie in Lugansk, but the opolchenie ambushed them and inflicted serious losses. V D Bolotov, the head of the LNR, said that Aidar was no longer effective after the battle. After the incident, the Minoborony Ukrainy pulled out the remnants of Aidar and decided to disband it, but recently it became known that P A Poroshenko reversed the decision. Karyakin said, “Now, we have information that they filled the ranks of the Aidar battalion with Right Sector fighters to claim that it wasn’t defeated and is still at full-strength. Unfortunately, the Right Sector is active in the LNR”.

Karyakin said, “Even after we reached an agreement at this level, the enemy troops still live in their own world and don’t react to [Poroshenko’s] statements, they continue their fighting. Unfortunately, I don’t know what’s going on in the heads of commanders of the enemy army. We expect that the enemy is always ready to move in our direction. The LNR opolchenie is on guard against an enemy attack”.

On Saturday, Interfax reported that the MID objected to shelling from the Ukrainian side on a Russian border checkpoint, blaming it on the Ukrainian military, and demanding that Kiev investigate it. The shelling seriously damaged a building of the Gukovo checkpoint in Rostov Oblast. There were Ukrainian refugees from at the checkpoint during the incident, but none of them was hurt. Some of the shells hit nearby Russian villages. The MID said, “The Russian side expressed a resolute protest against provocations of this sort from the Ukrainian side, which violate fundamental principles of international law. The attack was one more link in the chain of violations of the ceasefire declared by [P A Poroshenko]. In fact, it undermines the dialogue begun in Donetsk to settle the armed conflict in [Novorossiya]. The Russian side demands that the Ukrainian side put an end to provocations of this kind, carefully investigate what has happened, and strictly punish the guilty”.

Melissa Fleming, chief spokesman of the UN High Commissioner for Refugees (UNHCR), told a news briefing that the number of Ukrainians who fled to Russia due to the junta repressions in Novorossiya reached 110,000 this year. The UN also stated that 9,500 people who sought refugee status in Russia are afraid to make formal request for the status of fear of reprisals if they return to the Ukraine. She said, “We’re seeing a sharp rise in (internal) displacement in Ukraine”. However, she said that the biggest concern is the rising number of internally displaced people, which increased by 16,400 last week in Novorossiya and now stands at 54,000. The UN report came from information obtained from Russian authorities and UN sources.
On Friday, Fleming told reporters in Genève the number of those internally displaced in the Ukraine represents a huge increase over the previous week, coinciding with the deteriorating security situation in the east. According to the report, 700 Ukrainians went to Poland, Belarus, Czechia, and Romania. The UN High Commissioner for Refugees, Baisa Vak-Voya told RT, “Russia is very favourable. The government takes care of them very well. They cross the border in an organised way. Those who have relatives there, go to their relatives. Those who don’t, go to a government tent camp, run by the Emergency Situations Ministry (MChS). To be honest, this is one of the best-equipped, well-run, and professionally managed camp I have seen”. According to the MChS, over 16,000 refugees arrived in camps in Russia since the beginning of the repressions in Novorossiya.

Sergei Kavtaradze, special representative of the Chairman of the DNR Government, said that 400 junta soldiers rallied to the DNR, saying, “Yesterday, a military formation of 400 soldiers surrendered to 15 opolchenietsy. The skirmish lasted for seven hours, but no opolchenie fighters died”.

A Yu Borodai, Chairman of the DNR Government, said, “The total number of dead in the conflict in the DNR and LNR amounts to 3,000 people”.

On Friday, the Ministry of Foreign Affairs (MID) said it notified Kiev about plans to send 60 metric tons of humanitarian aid to Novorossiya. The MID noted, “Our note stated that Russia prepared a truck convoy to deliver a total of 60 metric tons of humanitarian aid comprising food and personal hygiene supplies. We expect that the trucks will go to Lugansk and Donetsk on 28 June, later, they may go to other areas hosting internally displaced people”. The MID also asked Kiev to help the delivery of humanitarian cargo to crisis-hit regions, including mapping out a route for Russian trucks moving through the Ukraine.

On Friday, according to ITAR-TASS A Yu Borodai, Chairman of the DNR Government, stated that the DNR will go to peace talks only when the junta pulls its troops out of the LNR and DNR. He said, “Naturally, we want such talks to begin, but we have one condition that we’ve repeatedly put forth. We’d begin such talks when the Right Sector, ‘National Guard’ (sic), and cops leave the LNR and DNR. We’re ready to exchange prisoners under the principle ‘all for all’. We don’t like the term ‘hostages’. We agreed to use the term ‘detainees’. We agreed to conduct such a swap using the ‘all-for-all’ principle. We’ve undertaken to make relevant lists and we hope that our opponents will present such lists as well”.

Aleksei Toporov, Press-Secretary of the LNR Ministry of Defence, told RIA-Novosti, “According to recent reports, the enemy is re-equipping their aircraft in Mariupol and Nikolaev to use NATO thermobaric munitions, which have great destructive power”. Andrei Lysenko, of the Ukrainian National Security and Defence Council (SNBOU), denied this, “Firstly, these bombs aren’t general issue in the Ukrainian forces, and secondly, Ukrainian weapons and equipment aren’t compatible with NATO items”. Thermobaric munitions are volume effects explosives that use dispersion of flammable substances in the form of aerosol and igniting the resulting gas cloud. Such munitions in larger sizes are equal in force to ultra-small tactical nuclear ammunition, but with no radiation effect.

A E Purgin, Chairman of the DNR Government, said that the DNR should leave the Ukraine and integrate with the TS EvrAsES to avoid economic fallout from the Ukraine’s association agreement with the EU, noting, “By making this decision, in fact, the Ukraine cuts itself off from the Russian market. That affects 99 percent of the machine manufacturing and metals industry, and partly affects agriculture, etc… Possibly, the TS EvrAsES wouldn’t apply a tit-for-tat approach, but apply a more nuanced response. In any case, losses in trade with the TS EvrAsES would at least 50 percent. We need to resolve how to exit the Ukraine and how to integrate with the TS EvrAsES, as our industries are vulnerable, we’d lose these markets otherwise. Machine manufacturing in the DNR employs a large number of people and feeds the whole region. If it stopped, our Republic’s budget would be hit hard”.

M V Rudenko, opolchenie leader and Deputy of the DNR Supreme Soviet, told Interfax “Hostilities are underway in Kramatorsk. The enemy had a ceasefire near Krasny Liman and the Seversky Donets River only to move troops to the other side of the river. The so-called ceasefire was only a preparation for an offensive. They’ve already begun to move their vehicles over the bridge, to the other bank of the Seversky Donets”. Rudenko quoted I I Strelkov, the DNR Defence Minister, who said that there wouldn’t be any ceasefire until the junta forces withdrew ten kilometres from their present positions and stopped redeploying equipment.

On Saturday morning, a LNR official source told Interfax, “The ‘National Guard’ (sic) attempted to seize the Chervonopartyzansk border checkpoint early in the morning, at about 06.00 or 07.00, but we thwarted them. There’s no information on possible casualties so far, but there were no combat activities in the LNR as a whole last night except for the border checkpoint’s assault. However, this incident shows that junta forces don’t observe the ceasefire”.

On Saturday, a Slavyansk opolchenie source told RIA-Novosti that hostilities are underway in the DNR, despite a putative ceasefire, saying, “Shelling near Slavyansk and Kramatorsk went on since last night. The shelling came from the direction of the junta units”.

The DNR opolchenie HQ informed RIA-Novosti that unknown assailants fired at a bus carrying refugees in the suburbs of Artyomovsk in the DNR, killing two people, saying, “After they fired at the windshield, the driver lost control and crashed into a garage of a private houses in Tchaikovsky Street. He died on the spot. One of the passengers was severely injured; she was taken to hospital, where she died”.

Vasili Malayev, a spokesman for the Federal Security Service (FSB) Border Department for Rostov Oblast, told Interfax, “During an exchange of fire on Ukrainian territory, Ukrainian military forces fired projectiles, some of which reached Russian territory. One round seriously damaged a building of the Bukovo customs checkpoint. Another round hit Vasetsky in Bukovo Raion and one more exploded in Shakhta-24. We need to clarify what happened here”.

On Saturday, President V V Putin decreed a call-up of Russian military reservists for training in 2014. The government posted it on its official website for legal information. According to the decree, reservists would report for training for a term of up to two months in the Russian Armed Forces, the VV MVD, state security agencies, and FSB agencies. Terms of military training will be set with the executive bodies of RF Federal subjects, except for refresher military training, which is under the control of the Minoborony Rossii.

On Saturday, Aleksei Karyakin, Chairman of the LNR Supreme Soviet, said at a press conference that the junta drafted radical Right Sector fighters into the Aidar “National Guard” (sic) battalion, which the opolchenie badly mauled. Aidar was one of many untrained motley junta “units” used in the repressions in Novorossiya. According to a Minoborony Ukrainy report, on 17 June, the Aidar battalion, going against higher orders, decided to attack the opolchenie in Lugansk, but the opolchenie ambushed them and inflicted serious losses. V D Bolotov, the head of the LNR, said that Aidar was no longer effective after the battle. After the incident, the Minoborony Ukrainy pulled out the remnants of Aidar and decided to disband it, but recently it became known that P A Poroshenko reversed the decision. Karyakin said, “Now, we have information that they filled the ranks of the Aidar battalion with Right Sector fighters to claim that it wasn’t defeated and is still at full-strength. Unfortunately, the Right Sector is active in the LNR”.

On Saturday, Aleksei Karyakin, Chairman of the LNR Supreme Soviet, said at a press conference that junta forces don’t respect the truce called by P A Poroshenko until 30 June. The terms of the truce agreed upon by the junta and the LNR and DNR expired on Friday evening. Poroshenko prolonged the ceasefire for three days, until Monday evening. On Friday, when the Poroshenko proposed prolonging the truce, the opolchenie expressed readiness to observe the truce. Karyakin said, “Even after we reached an agreement at this level, the enemy troops still live in their own world and don’t react to [Poroshenko’s] statements, they continue their fighting. Unfortunately, I don’t know what’s going on in the heads of commanders of the enemy army. We expect that the enemy is always ready to move in our direction. The LNR opolchenie is on guard against an enemy attack”.

On Saturday, Interfax reported that the MID objected to shelling from the Ukrainian side on a Russian border checkpoint, blaming it on the Ukrainian military, and demanding that Kiev investigate it. The shelling seriously damaged a building of the Gukovo checkpoint in Rostov Oblast. There were Ukrainian refugees from at the checkpoint during the incident, but none of them was hurt. Some of the shells hit nearby Russian villages. The MID said, “The Russian side expressed a resolute protest against provocations of this sort from the Ukrainian side, which violate fundamental principles of international law. The attack was one more link in the chain of violations of the ceasefire declared by [P A Poroshenko]. In fact, it undermines the dialogue begun in Donetsk to settle the armed conflict in [Novorossiya]. The Russian side demands that the Ukrainian side put an end to provocations of this kind, carefully investigate what has happened, and strictly punish the guilty”.
