3 June 2015. DNR Security Roundup

00 dnr. donetsk pr 01. damage. 03.06.15

______________________________

Today, Pyotr Lisnyak, Head of the Staromikhailovka Selsoviet* in Maryinka Raion of the DNR told us that the enemy fired on the town, “The situation is serious; at about 03.30, we experienced heavy fire from Grads, machine guns, and small arms on the outskirts of our village. We ordered all residents to come to the shelters; volunteers brought them food and water. The shelling is continuing”.

  • Selsoviet: Village Council

******

The Donetsk GMA* reported that the security situation in the city is in flux this morning, “During the night of 2 to 3 June there was much anxiety due to the sounds of heavy artillery heard in the city. This morning, the situation is still tense. As of 08.30, there wasn’t a clear report of property damage and casualties. Because of the shelling, we limited traffic in Petrovsky Raion. We limited Bus Route 41 to City Hospital 45, Bus Route 42 to City Hospital 14, and Minibus Routes 42 and 58 to City Hospital 14. We suspended service on Bus Routes 60a, 60b, 61, and 65”.

  • GMA: City Municipal Administration, administrative apparat of a city

******

Local official Vladimir Samokhvalov told our correspondent, “Last night, shelling in Yenakiyevo killed a 30-year-old man and wounded a woman. It destroyed private houses on the city’s outskirts”. At present, DNR Minoborony teams are inspecting the affected areas. DNR Deputy Defence Minister E A Basurin told us, “The shelling damaged at least seven buildings, including high-rises. In addition, we had damaged gas-lines”.

******

DNR Deputy Defence Minister E А Basurin told us, “Presumably, they fired artillery at us. We deduced this from the nature of the craters. A large dispersion of shell fragments indicates that perhaps they fired frag rounds at us. This sort of shell bursts in the air near the target, increasing the radius of destruction. The enemy deliberately fired on civilian neighbourhoods. We believe that the shelling came from Svetlodarsk”. At present, DNR troops are inspecting damage to civilian houses at 12 and 14 Talbukhina 12 Street, where a civilian died.

******

DNR Deputy Defence Minister E A Basurin told us that DNR forces clashed with junta militants near Maryinka, “Now, there’s fighting near Maryinka. The enemy fired artillery at Petrovsky and Kirovsky Raions of Donetsk. We consider this a provocation”.

******

Today, DNR Deputy Defence Minister E A Basurin said that junta shelling of civilian neighbourhoods in Kirovsky Raion of Donetsk led to civilian deaths, “Shells fell on 441 and 445 Kirov Street. There are dead, but we’re clarifying information about the victims”.

******

DNR Defence Minister V P Kononov stated, “Enemy forces opened fire on our positions across the frontline in Shirokino, Yelenovka, Donetsk Airport, Petrovsky Raion of Donetsk, Oktyabrsky Mine, Pavlopole, Dokuchaevsk, and Maryinka using 12-cm mortars and 12.2-cm and 15.2-cm howitzers.  They used heavy artillery, MLRs, armoured vehicles, and infantry. For seven hours, we conducted defensive operations. These enemy actions were pre-planned. They want to show that Minsk-2 has broken down; it’s an attempt to allege that the situation has spun out of control. If the aggressors go on the attack, our troops would break their backs”.

******

DNR Deputy Defence Minister E A Basurin told us, “Shelling at Skochinsky Mine knocked out electrical power and wounded two workers. In Tekstilshchik Mikroraion, enemy shells hit the Sokol Market; the DNR MChS is gathering information on victims. According to our latest intel, today’s attacks killed one and injured four”.

******

DNR Defence Minister V P Kononov stated, “Right now, we know that 15 people died in the provocations that began in the DNR at 03.45 this morning. This is all losses, both military and civilian”.

******

DNR Deputy Defence Minister E A Basurin told journalists, “Enemy shelling damaged an electrical substation at the Skochinsky Mine. 375 miners are underground, but they’re doing their best to bring them up to the surface. The Abakumov Mine also suffered damage, but there were no miners underground there. We’ve cut off the electricity to both mines”.

******

Today, DNR Deputy Defence Minister E A Basurin said that our forces have thrown back the aggressors, but don’t conduct offensive operations, “We aren’t going on the offensive; we’re simply taking sensible precautions to deter their genocide of our people”.

******

Today, DNR Deputy Defence Minister E A Basurin told journalists, “The regular Ukrainian Army fired at us today. Not irregular battalions… not other formations… the regular forces did it. The commanders gave an explicit order to open fire. PMCs may have taken part in the initial stages of the provocation, as they’re in the junta-occupied area and support the enemy forces. The use of PMCs to do the dirty work means that such groups lack scruples. It could be a provocation from one of these groups, but the regular forces did come to their support. These PMCs can’t operate without regular units, as they lack heavy artillery”.

A DNR MChS briefing pointed up that evacuation of miners trapped in the Skochinsky Mine in Donetsk is underway, “A shell hit the electrical substation, trapping 328 miners underground. We’re beginning their evacuation now”. There was massive junta shelling all along the demarcation line today. In Donetsk, junta shelling also knocked out power at the Zasyadko and Abakumov Mines.

******

Dr Aleksandr Oprischenko, director of the trauma centre, told us, “In our hospital, we received about 60 wounded people, and that’s just us. Five of these are in critical condition. We have people with varying degrees of severity, some lost arms or legs. Many are now in the operating theatre. We have all the necessary medicines that we need, and the blood bank is up to snuff, too”.

******

DNR Deputy Defence Minister E A Basurin told us, “We’ve powered down the Zasyadko Mine, with 576 miners underground. Besides this, the shelling damaged two electrical substations providing power for the municipal water system. We powered down the substation providing power for the pumps supplying water to Kirov, Kuibyshev, and Petrovsky Raions”.

******

The Donetsk GMA reported, “For a variety of reasons, we powered down 37 transformer substations, and 2 heating points and 24 hot-water boilers are inoperable in Kirov and Petrovsky Raions. This morning, there were only 10 powered down substations. Since 07.00, we’ve powered down another 27 substations. The enemy shelling destroyed buildings and caused civilian casualties”.

******

The Donetsk GMA reported, “Shell damage caused us to power down the Petrovsky and Yuzhny water mains at 14.30. Currently, there’s no water supply to Tekstilshchik, Mirny, Goluboi, and Shiroky Mikroraions, southern Leninsky Raion, and most of Petrovsky Raion. Now, emergency crews are onsite repairing damage”.

******

Today, DNR Deputy Defence Minister E A Basurin told journalists at a briefing, “When the shelling stops, I’m sure that [the Special Representatives of the OSCE monitoring mission] will be able to get here and see the destruction. According to its directives, the OSCE mission works in those areas where no firing is going on. To date, observers are working in Yenakiyevo, and in the rear areas of the Republic. Observers make their own travel plans to monitor the withdrawal of equipment. We don’t interfere in their work, because the ‘Normandy Four’ powers approved this mission and requested it to monitor the situation here”.

******

Aleksandr Pelipas, head of the Sakhanka Selsoviet, told us, “The OSCE was just in our village to inspect the damage caused by yesterday’s shelling. Right now, the monitors are looking at damage in Dzerzhinsk, which is part of our selsoviet”. On the evening of 2 June, there was heavy junta shelling in Dzerzhinsk and Sakhanka.

******

DNR Defence Minister V P Kononov stated, “Their allegations that we stormed Maryinka were junta provocations. We’ve already secured Maryinka. The accusations by the Ukrainian side that our forces attacked were nothing but an attempt to smear the DNR”.

******

The DNR MChS told us, “We’ve already evacuated 24 miners of those trapped underground at the Skochinsky Mine. We’re working to get the remaining miners out”.

******

The DNR MChS told us, “We’ve restored the electrical power at the Zasyadko Mine and all 750 miners are already on the surface. None of the miners required medical attention”.

******

Dr Igor Rutchenko, chief doctor of Hospital Nr 14 in Petrovsky Raion, told us, “Starting in the early morning, they brought us the victims from Petrovsky Raion. At this moment, we’ve treated about 90 people. Ambulances continue to deliver wounded to us”.

******

Igor Martynov, the head of the Donetsk GMA, said, “During the entire period of hostilities, we’ve had 3,421 damaged residential houses… 1,687 apartment houses, 1,691 private houses, and 43 condos and housing cooperatives. There were 373 houses destroyed… 367 private houses, and 6 apartment houses. In addition, from 1 November 2014 to 18 May 2015, we had 96 damaged educational facilities, 69 of which we restored. Besides this, war damage affected 23 sports facilities and 25 cultural sites”.

******

Dr Igor Rutchenko, chief doctor of Hospital Nr 14 in Petrovsky Raion, told us, “After more than two hours, the shelling continues and our power is down, so, we decided to evacuate the wounded. We’ll take them to the central hospital in Donetsk”.

******

Today, the DNR Ministry of Communications reported that the shelling disrupted both digital and analogue broadcasts of Russian and local TV channels in some areas. They said, “Intense combat activity in the south-western outskirts of Donetsk damaged a transformer substation, knocking out broadcast of Russian and local TV channels to some areas. There’s no way to determine the extent of damage. As soon as our techs have the opportunity, we’ll rectify the problem”. Makeyevka residents told us that they’re receiving broadcasts of local station TRK Yunion and Sfery from Khartsyzsk, along with two Ukrainian outlets.

______________________________

Mayor Yevgeni Bunyo of Dokuchaevsk told us, “The shelling of Dokuchaevsk seriously damaged 11 houses. Two are complete losses due to multiple hits. However, miraculously, our people escaped unharmed. At the beginning of the bombardment, the owner of one of the destroyed houses had to take refuge in the basement with their children”.

******

Today, the Donetsk GMA stated that the situation in the city is now quiet, “As of 18.30, the city is calm. After the shelling, our utilities crews are on the job to restore destroyed infrastructure objects. There are 245 disabled transformer substations (in the morning there were 27) and three heating units are out. We have 29 inoperable hot-water boilers and 202 gas-supply points are out. The fighting reduced operable tramlines from 54 to 35, with 70 trolleybuses and four autobuses working on these routes. We suspended Bus Routes 41 and 42 in the Kirovsky and Petrovsky Raions. Bus Route 73 will end at Pavel Popovich Street. Remember, the city has a hotline for citizens to report incidents. You can call 15-84 from a landline and 335-27-85 from a mobile”.

******

Today, the Donetsk GMA reported, “Electricity in the Southern grid resumed at 16.40. So far, we’re going to restore running water to the Goluboi, Mirny, Zvezda, and Shiroky Mikroraions. We don’t know when the water will be back on in Petrovsky Raion”. This afternoon, shell damage forced the authorities to power down the water supply in the southern part of Donetsk. There’s no water in four residential blocks, the southern part of Leninsky Mikroraion, and much of Petrovsky Raion.

******

The Department of Health appealed to the Donetsk GMA and residents for blood donors, “due to shelling of civilian neighbourhoods in the city, we have an increased need for blood to treat the wounded. You can donate blood or schedule to donate blood at the DNR Blood Centre at 61 Rosa Luxemburg, daily from 8.00 to 13.00. You must have a passport to donate blood”. Only today, the Republican Trauma Centre and Hospital nr 14 in Petrovsky Raion received over 100 wounded civilians.

******

Today, DNR Deputy Defence Minister E A Basurin told journalists at a briefing, “Over the past weeks, almost daily, we reported on the movement of heavy artillery and AFVs to the line-of-contact by the Ukrainian side. We told you the specific locations and the number of enemy weapons and military equipment in violation of the Minsk agreements. We warned you about the enemy side forming a large number of terrorist units to prepare large-scale provocations aimed at disrupting the Minsk agreements. However, when we tell the OSCE about this, as well as telling Western countries about this, it leads to nothing. We expected large-scale provocations by aggressor forces over Friday to Sunday evenings, on the eve of a planned meeting in Germany of major Western leaders. However, Kiev didn’t wait for their Western minders… they organised a massive attack on the entire line-of-contact on the eve of tomorrow’s speech by Poroshenko in the Rada with his annual message. However, their plans went awry”.

******

Today, DNR Deputy Defence Minister E A Basurin told journalists at a briefing, “Today, thanks to the dedication and self-sacrifice of our troops, our forces threw back an enemy attempt to advance deep into our Republic. In the first half of the day, our intel noticed unusual movements around enemy positions. Then, enemy forces from Krasnogorovka opened fire on our positions, and soon after, their forces in Maryinka joined in. Ostensibly, in response to these attacks, enemy artillery in Maryinka opened a massive artillery fire on our positions on the outskirts of Donetsk. Soon after, enemy artillery in Krasnogorovka joined them. Therefore, our positions on the outskirts of Donetsk came under a crossfire from enemy artillery. There’s no doubt that this was a preplanned provocation on the enemy’s part. Not only did enemy shells fall on our positions on the Donetsk outskirts, the Ukrainian media blared forth headlines and loud allegations about the supposed failure of our forces to abide by the Minsk accords, claiming that we’d begun an offensive on their positions. Under the cover of massive shelling, the enemy transferred a total of two tank companies (20 tanks at full establishment) and about 300 infantry (the frontline elements of a depleted infantry battalion) from Novoselovka to Maryinka and Krasnogorovka. They’re there now. Their hidden purpose is to incite another provocation on Saturday or they’re preparing an assault on the city, using this sharp increase of AFVs and artillery in a Donetsk suburb, which the Minsk Agreement banned, by the way. They should stop provocations and adhere strictly to the progress achieved on 12 February in the Minsk agreements. We have no plans to conduct offensive operations that could lead to the breakdown of the ceasefire and fierce full-scale warfare”.

******

Today, DNR Deputy Defence Minister E A Basurin told journalists at a briefing, “As of now, information shows that we’ve lost five civilians killed, with 24 civilians wounded, including nine seriously. As far as military casualties go, we’ve lost 14 dead, with 86 wounded, including 18 seriously. This data on losses isn’t final, for search and rescue and evacuation work in collapsed buildings is continuing. The heaviest enemy shelling was in Donetsk, Shirokino, Gorlovka, and Spartak”.

******

Today, DNR Minister of Communications Viktor Yatsenko told us that disruptions with mobile operator MTS were due to an accident in the power supply grid, “MTS disruptions were due to an accidental power failure. We don’t know how precisely this happened”. Mobile users in Donetsk and environs noticed gaps in service throughout the day.

******

Today, the DNR MChS reported, “Our mine rescue teams brought to the surface all miners trapped underground at the Skochinsky Mine by a power failure caused by enemy shelling”.

******

Today, DNR Deputy Defence Minister E A Basurin told us, “It’s an absolute fact that the large-scale provocation by enemy forces at Maryinka not only had Kiev’s approval, quite possibly, it had a Western OK as well. One could see the importance of and the organisation of today’s provocations in the fact that V M Muzhenko, their ‘chief of staff’, directly supervised the affair. He didn’t do so from his office in Kiev… he did it from around here… in Kramatorsk. According to intel, now, Muzhenko is holding meetings with his forces. Therefore, perhaps, today’s attack was only a reconnaissance in force or a feint to distract us. It’s possible that larger-scale provocations would occur in the LNR tomorrow. It’s hardly coincidental that today they blocked off all water supplies in their occupied territory from Lugansk”.
