DNR Resumed Limited Coal Deliveries to the Ukraine on a Barter Basis

Today, DNR Transport Minister Semyon Kuzmenko told us that the DNR resumed limited supply of coal to the Ukrainian enterprise DTEK in exchange for electricity from Zuevskaya TES:

We restored supplies to DTEK in return for electricity from Zuevskaya TES… it’s a kind of barter. Zuevskaya TES suffered problems because it used a coal (“G”) not mined in the DNR. DTEK Pavlogradugol is the normal supplier of coal to the Zuevskaya TES, but it can’t get DNR anthracite coal to supply to its customers. DTEK made an advance payment, so, we sent the first batch of anthracite coal in 100-150 goods wagons. The DNR has to barter to serve its own interests. To avoid damage to our energy infrastructure, we’re doing this. We don’t act like the Ukraine, which does harm to itself. We’re now negotiating over trade in coal with other Ukrainian enterprises.

DNR Scientists Introduced Technology to Extract Coal Products from Sludge Collection Basins

Specialists at Donetsk National Technical University (DonTU), together with UkrVibroMash technicians, developed revolutionary technology for Donbass coal mining enterprises to enable them to recycle resources. This will allow them to recycle coal products from waste sludge in water purification facilities at central processing plants, as this sludge has up to 40 percent coal slurry. Sergey Bukin, Tenured Professor of enrichment at DonTU, one of the researchers, told us:

We based it on vibration technology. We put a special unit into a settling pond to separate sludge, with the help of vibrating screens and separators, to isolate the coal products in it. The ash content of the concentrate after enrichment can be from 5 to 20 percent, we can use it both in power plants and in coke production. In just one hour, such a unit can process up to 50 tonnes of carbon-containing wastes, which now are sources of recycled resources. Sludge collection basins require substantial funds for maintenance and they occupy hundreds of hectares of usable space. With the development of this new technology, the Donbass benefits not only from new energy resources, but also solves a number of important environmental issues.

Currently, there are 80 sludge collection basins in the Donbass at central processing plants. They contain more than 70 million tonnes of waste sludge, previously considered contaminated toxic substances. In recent years, developments at sludge pit operations at the Samsonovskaya, Krasnodonskaya, and Belorechenskaya plants in the LNR have already brought improvements [in the environmental field]. In future, researchers plan to introduce processing to recycle nonferrous and noble metals in the sludge.

DNR Blocked Coal Shipments to the Ukraine until the Junta Lifts Its Blockade of Fuel and Spare Parts

DNR Transport Minister Semyon Kuzmenko told us:

Now, we’re blocking coal supplies to the Ukraine; we have stringent conditions [to resume shipments]. The situation is now critical in the Ukraine; they need 1.2 million tonnes of coal from us per month. We’d only deliver it if they lifted their blockade of fuel and spare parts for railway wagons and locomotives, and if they ceased firing [on our trains]. Until they meet these conditions, we aren’t going to ship any coal to the Ukraine. At present, we’re only able to use a third of the locomotives that we need for our economy; we need to increase our capacity for our needs. With the removal of their blockade on fuel and spare parts, the DNR would be able to bring enough locomotives into the economy within two months.

The Ukraine terminated fuel shipments to the DNR on 27 June, since then, DNR railroad operations have depended on the remaining stocks of POLs*.

LNR sez 13,000 Applied for Subsidised Domestic Coal Supplies

Today, LNR Minister of Labour and Social Policy LC Svetlana Malakhova told us at a briefing about those eligible for subsidised domestic coal delivery:

We have a list of about 13,000 people who turned in the requisite applications and provided necessary documentation to local authorities. Of these, one-third are VOV veterans and families of the present war’s victims, whilst two-thirds, about 8,000, are pensioners who worked at closed mines, which receive domestic coal under the so-called “Mining Law”. We’ll address issues surrounding uniform standards for issuing solid fuel for all categories of recipients; we think that the average amount will be three tonnes per household. However, before 2014, veterans received 1 tonne and retired miners got 5.9 tonnes per heating season. We also considered the issue of substituting cash for in-kind deliveries of solid fuels. However, regardless of the decision, special categories of people will receive domestic coal during the 2015-16 heating season.

Earlier, LNR Minister of Fuel, Energy, and Mines LC Dmitri Lyamin also assured consumers that all who need coal would receive it.
