You, as guarantors of the Minsk Agreements signed 12 February 2015, have responsibility for each point of the agreements, to promote and insist on the strict implementation of and full compliance with the paragraphs full response to the Minsk Agreement by all parties to the conflict, without exception. For our part, we support a commitment to and a readiness for a full and comprehensive political settlement of the conflict.

To date, repeatedly violating the agreement, the Ukraine sabotages it by not fulfilling its obligations. The Ukrainian leadership continues to violate paragraph 8 full response to the Minsk Agreement and the provisions of the Declaration of the Normandy Quartet Heads of State of 12 February 2015 on the renewal of social benefits to the population of the Donbass. A decision of the District Administrative Court of Kiev on 11 February 2015 declared illegal and cancelled the provisions of Decree 595 (11.07.2014) of the Ukrainian Cabinet of Ministers on the suspension of social benefits to the population of the DNR and LNR. The Court of Appeal of Kiev confirmed and upheld this decision on 2 April 2015. Despite this, this invalid decree of the Ukrainian Cabinet of Ministers is still in force, payments are still in abeyance, and spokesmen for the Ukrainian leadership misinform the world community with false statements about the technical impossibility of resuming social welfare payments.

However, today, the functioning of the settlement system in the DNR is fully restored, the local authorities made lump-sum payments [to beneficiaries]. There are no technical obstacles to the resumption of payments from the Ukrainian Pension Fund and other social funds to the population of the Donbass. However, the Ukrainian leadership ignores this opportunity and continues to blockade the Donbass banking system, blocking access to funds for more than a million pensioners [in the LNR and DNR], leaving them without means of subsistence. This is a direct violation of Article 6 and 116 of the Ukrainian Constitution, paragraphs 8 and 11 of the Minsk protocol dated 5 September 2014, and item 8 full response to the Minsk Agreement of 12 February 2015.

We call on you, the representatives of the guarantor countries, not just to influence and encourage the Ukrainian leadership to implement this set of measures and restore social benefits to Donbass residents, but also to firmly demand that the Ukrainian side should stop ignoring the Minsk Agreements and return to seek a peaceful outcome of the negotiating process.

Hollande sez France doesn’t Want the Ukraine in NATO nor Wants to Send Them Arms

French President François Hollande told a press conference in Paris that France finds Ukrainian NATO membership “undesirable” and that Paris doesn’t plan to supply arms to the Ukraine, saying, “We must state it clearly, we should tell other countries the truth, including about what we aren’t ready to accept. This is France’s position”. He noted that Paris is ready to do everything possible to prevent war in the Ukraine by diplomatic means, “France doesn’t fight in the Ukraine and doesn’t want to see war in the Ukraine; we want to prevent war. We must do everything possible in order for diplomacy and politics to gain the upper hand”. Earlier, Hollande said that he’d travel to Kiev with German Bundeskanzlerin Angela Merkel on Thursday to seek a solution to the intensifying conflict in Novorossiya. On Friday, Hollande and Merkel will hold talks with President V V Putin. Presidential Press Secretary D S Peskov confirmed the meeting, “Indeed, I can confirm that we plan talks tomorrow (6 February) between Putin, Merkel, and Hollande. Leaders of the three countries will discuss what they can do to help end the civil war in [Novorossiya] that has considerably intensified over the last few days and resulted in many casualties”.

Mixed signals out of the West… bellicosity from the USA… France pulls back… Germany tries to (unsuccessfully) steer a middle course between the two. This is why the West will fail in the Ukraine. It’s internally-divided. Do note that countries with relatively larger Galician diaspora populations are more hardline than those without such a pressure group. The Galician Uniates and “Ukrainian Orthodox” are sellouts and suck-ups to Langley (as the ROCOR/OCA duopoly once was… some elements in it still are)… that’s why the US Republican Party will use it as a political football to gain their approval (these groups have concentrations in Ohio and Pennsylvania, two states that always seem in contention in US presidential elections).

US Government Lacks Moral Authority to March for Freedom of Speech

On Monday, Daniel McAdams, Executive Director of the Ron Paul Institute for Peace and Prosperity, told Sputnik in an interview that the current US administration doesn’t have the moral right to take part in rallies for freedom of expression like the one held in Paris on Sunday, saying, “The Obama Administration invoked the Espionage Act more times than all its predecessors combined to silence or imprison whistleblowers. Why would a representative of one of the worst violators of the US First Amendment have any moral authority to march in a rally for free speech?” The unity rally in Paris had the aim of expressing solidarity with the victims of last week’s terror attacks on the office of the French satirical magazine Charlie Hebdo and the hostages killed during a subsequent attack on a kosher supermarket outside Paris. Over a million people attended the unity march, including 40 top world officials. British Prime Minister David Cameron, German Bundeskanzlerin Angela Merkel, and Minister of Foreign Affairs S V Lavrov showed up at the rally, however, the USA didn’t send a leading figure to the event, only sending US Ambassador to France Jane Hartley. According to McAdams, some foreign leaders present at the march for “freedom of speech”, including Israeli Prime Minister Benjamin Netanyahu and Ukrainian President (sic) P A Poroshenko, are responsible for “innumerable violations of free speech in their own countries”.

He also emphasised that France, Germany, and the UK routinely imprison their own citizens for expressing opinions that the government finds objectionable, noting, “France has gone so far as to ban a comedian from performing in the country, because his controversial speech was not of the approved variety”, adding that in addition to disrespecting the freedom of speech, Western governments, including the USA, “arm and support terrorists. France, the UK, Germany, and the USA actively supported terrorists in Syria and Libya for years in their efforts to overthrow governments they don’t like”. According to McAdam, the Kouachi brothers, the suspects in the attack on the Charlie Hebdo office, later killed by French police, “were essentially promoting French foreign policy when they were in Syria last summer fighting against the Assad government. They may have even used French weapons in Syria, as France shipped plenty of weapons to terrorists fighting there”.

On Monday, White House spokesman Josh Earnest said during a press briefing that the USA should’ve sent a higher profile official to the Paris unity march. According to Earnest, US President Barack Obama didn’t attend the event because of security concerns.
