DNR Government Outraged by Arson of OSCE Vehicles in Donetsk

Today, D V Pushilin, Vice-Chairman of the DNR Peoples Soviet, expressed the outrage of the DNR Government in re the arson of vehicles belonging to the OSCE mission in Donetsk, saying, “On behalf of the DNR Government, I’d like to express our extreme outrage in connection with this event. Indeed, the OSCE reports inform the world public about what’s happening in the Donbass. Perhaps, the OSCE mission isn’t always objective, for various reasons, ranging from technical reasons to complying with political strictures, but we’re not in favour of ending the activities of the OSCE mission. Moreover, I’m convinced that the presence of the OSCE mission in the DNR deters the activities of the Ukrainian side”.

Arson of OSCE Vehicles Junta Provocation by Ultranationalist Terrorists

Today, the Security Committee of the DNR Council of Ministers told us that the arson of an OSCE vehicle in Donetsk by junta terrorists had the intent of destabilising the situation in the DNR and discrediting its government, saying, “The Ukrainian side used recent peace rallies in Donetsk to implement their plans of forcing the OSCE monitoring mission to leave the DNR.  This would benefit the Ukrainian side, as it’d allow them to build up weapons along the Contact Line without any restraint and allow them to shell the DNR without hindrance from outside forces. In fact, our people are largely dissatisfied with the OSCE mission, which they consider as not being entirely objective, but the incident is a clear provocation. Any sane person would tell you that some parties do want to block the OSCE mission, those who want to continue to fire on Donetsk without any criticism, who want to be able to prepare an offensive by moving up new units to the Contact Line without any limit”. Earlier today, the OSCE special monitoring mission announced that a fire overnight destroyed four of its vehicles in Donetsk. According to the DNR MChS, a report came in on the fire at 02.28; the emergency crews finished knocking down the fire at 03.30.

DNR Withdrawal of Heavy Equipment from Contact Line Continues

Our correspondent on the scene reported that our forces are currently withdrawing tanks and AFVs from Zaitsevo, on the northern outskirts of Gorlovka. A DNR Minoborony spokesman stated, “Two tanks and six BMPs are currently moving to alternate positions in the rear of the city. This withdrawal is of units from the DNR 3 Separate Motorised Rifle Brigade”. OSCE and STsKK (ceasefire monitoring organ) monitors observed the withdrawal from this location.

Today, Colonel E А Basurin, DNR Deputy Defence Minister, said, “We’ve already planned [to withdraw] more than 50 percent of our equipment. However, this is a long process, there are points on which have yet to detach [units], we’ll look at the situation. We’re sending lists of the withdrawn equipment to the OSCE observation mission”.

Our correspondent on the scene reported that junta forces opened fire on our positions in Gorlovka as our AFVs moved out. They fired on our positions near Zaitsevo, northwest of Nikitovsky Raion of Gorlovka just as our forces left the area. A DNR Minoborony spokesman said, “This was fire from snipers and automatic grenade launchers. The enemy positions are two kilometres away from the place of withdrawal of our AFVs”.

Our correspondent on the scene reported that our forces began to withdraw AFVs from Styla (Starobeshevo Raion). Four BMPs redeployed to positions in the rear. OSCE and STsKK (ceasefire monitoring organ) monitors observed the withdrawal from this location.

Today, Colonel E A Basurin, DNR Deputy Defence Minister, said, “Just today, we withdrew five tanks and 77 MICVs 3 kilometres from the Contact Line. This equipment was at various locations along the Contact Line”. Yesterday, Basurin stated at a briefing that our forces withdrew 41 tanks and 84 MICVs from the Contact Line, thus, our forces withdrew 46 tanks and 161 MICVs so far.

Today, Colonel E A Basurin, DNR Deputy Defence Minister, said at a briefing in Donetsk, “We plan to complete our withdrawal of equipment from the Contact Line tomorrow”. As reported earlier, junta forces shelled our positions near Zaitsevo, on the northwest outskirts of Gorlovka, immediately after our AFVs withdrew.

Today, Colonel E A Basurin, DNR Deputy Defence Minister, said at a briefing in Donetsk that the DNR Minoborony doesn’t understand the reasoning of the OSCE when it said that the mission couldn’t confirm the withdrawal of our AFVs. In comments received by us, he stated, “The question arises, why then did the members of the [OSCE] mission visit our positions on those days? To enjoy the beauty of the movement of AFVs on rough terrain?”

Today, Alexander Hug, the deputy head of the OSCE mission, told RIA Novosti, “The OSCE yesterday didn’t witness a withdrawal, the mission observed a movement of tanks and other heavy equipment from the DNR and the LNR. This is important because we don’t know where these weapons went”.

According Basurin, “The DNR and LNR are interested in a reciprocal withdrawal from the Contact Line by the Ukrainian side of its AFVs, just as the international mediators are. However, to say, ‘We see a withdrawal of equipment by the DNR and LNR from the Contact Line, but we can’t confirm this’ sounds a bit strange. To confirm the withdrawal, they simply had to observe a lack of equipment in a band three kilometres from the Contact Line. This is what the leadership of the two republics declared, and we resolutely carried out that decision in the presence of OSCE observers. I’d like to see similar scrupulosity in their reports of events, as they seem divorced from reality, doing nothing at all for demilitarisation of Contact Line.”

Some reports speak of withdrawing weapons of “under 10-cm calibre”, but as that makes no sense (all MBTs* have main armament above that calibre), so, I’ve deleted all references to that, as it’s confusing and doesn’t follow standard military categories (it smells like something written by someone without formal military training). As reportage concerning the withdrawal of heavy mechanised equipment, it makes sense.

Today, at a briefing in Donetsk, Colonel E А Basurin, DNR Deputy Minister of Defence, reported, “During the day, we withdrew 41 tanks and 84 MICVs* [from the Contact Line]. Members of the OSCE monitoring mission and the STsKK (ceasefire monitoring organ) observed the withdrawal of heavy equipment from Novolapsa and Yelenovka”.

The day before, the DNR and LNR made a joint announcement that they would withdraw heavy mechanised equipment such as MBTs and MICVs 3 kilometres from the Contact Line. The DNR forces only left heavy equipment in its positions to the north of Donetsk and Debaltsevo… the hot spots of the contact line. Withdrawal of heavy equipment was a heated topic of discussion in Minsk, but all attempts to work out an agreement with Kiev failed, so, the DNR and LNR decided to act unilaterally in the interest of facilitating peace arrangements.

The amount of equipment withdrawn is equal to one tank battalion (mechanised infantry) and three mechanised infantry battalions on the Russian TO&E* (40 tanks in a tank battalion attached to mechanised infantry, 27 MICVs per mechanised infantry battalion). That is, the DNR withdrew the equivalent of a brigade group from the front.
