On Sunday, Belarusian President Aleksandr Lukashenko said in an NTV interview, “We can draw definite conclusions that refugees may come to our country as there are already thousands of names on the lists [of those already in Belarus), I think that there are about 2,000 people”. Lukashenko stated that many ethnic Belarusians lived in the northern Ukraine, noting, “If they flow in, it’d be very difficult for us, but they’re human beings, they have children, so, we can’t put up a fence and stop them. However, the most important thing is that criminals might attempt to infiltrate the country as well. Therefore, our main lesson is to avoid such in Belarus“.

Local media reported that pro-Russian patriots and pro-junta nationalists clashed in Kharkov, with two people being hurt. Pro-junta supporters carrying “Ukrainian” symbols gathered outside a monument to Taras Shevchenko for a meeting in favour of the junta. At the same time, members of the patriotic resistance gathered by the Lenin monument in Svoboda Square. Most of them wore St George ribbons, a symbol of the Great Victory in the VOV. They demanded a Southeastern Autonomy and demanded that the junta cancel the scheduled presidential “election” on 25 May.

On Sunday, junta boss Aleksandr Turchinov said in a statement posted on the Rada’s official website that the National Security and Defence Council of the Ukraine (SNBOU) decided to launch a large-scale “anti-terror operation” using the Ukrainian armed forces.

On Sunday, Turchinov signed a decree (№ 399/2014) on measures of consolidation of Ukrainian citizens and ending civil confrontation in Donetsk and Lugansk Oblasts. Turchinov’s decree promised not to prosecute or launch administrative charges against participants in mass patriotic actions in Donetsk and Lugansk, and in Donetsk and Lugansk Oblasts. There are several conditions to this “amnesty”. The decree stated, “They need to voluntarily turn in arms, ammunition, explosives, and explosive devices to state bodies; vacate all buildings seized during the protests in Donetsk and Lugansk and in the Donetsk and Lugansk Oblasts by 09.00 local time (10.00 MSK) on 14 April”. The “amnesty”, according to the decree, doesn’t apply to those linked to injuring and murdering Ukrainian citizens, including soldiers and cops.

On Sunday, junta jefe Aleksandr Turchinov went on Ukrainian TV, “This isn’t a war between Ukrainians, but it’s an artificially created confrontation aimed at weakening and destroying the Ukraine. We’re ready to give a rebuff to any attempts of intrusion, destabilisation, or terrorist actions with arms in hands. The National Security and Defence Council of the Ukraine (SNBOU) decided to launch a large-scale ‘anti-terror operation’ (sic!) using the Ukrainian armed forces”. Turchinov promised not to punish those who’d lay down their arms, then, he said that he might consider expanding regional powers, carrying out broad local self-government reform, and the renewal of local government bodies.

Legitimate Ukrainian President Viktor Yanukovich told journalists in Rostov-on-Don late Sunday that the Ukraine is “moving towards bankruptcy”, but that the Ukrainian people “would never submit to yield to dictatorial rule, especially, from nationalists”. He noted that dialogue was more important for the Ukraine now than early elections. Yanukovich asked the Ukrainian Army not to obey “criminal orders” to shoot at the Ukrainian people issued by junta and warned that the latter would face criminal charges for everything that happened in the Ukraine. Yanukovich blamed the USA for its direct interference in Ukrainian domestic affairs, saying, “It carries its share of responsibility for unleashing civil war in our country”.

You can attack Viktor Fyodorovich all that you want… he’s a good Orthodox Christian who kept his forces in order, and made sure that they didn’t respond with unnecessary force to the provocations of the Euromaidan Mob. Yanukovich said that the USA is directly behind the present events in the Ukraine. It used its diplomatic channels and security services to meddle in domestic affairs, and the CIA director visited Kiev to meet with MVDU boss Avakov and junta jefe Turchinov to give them orders.

Legitimate Ukrainian President Viktor Yanukovich told journalists, “They (the junta in Kiev) don’t understand that dialogue is much more important for the country today than successful presidential elections; a broad dialogue will serve as ground for finding a consensus. Our regions don’t want to bow to orders from the central authorities. That’s why a referendum would calm the country, stop a civil war, and save the Ukraine from splintering. It’s the only solution under these circumstances. This is a legitimate and fair demand from Ukrainian people who’re looking for protection from lawlessness, arbitrary rule, and humiliation. Describing the legitimate demands of Ukrainian citizens as separatism, and calling the other, less numerous, part of the country revolutionaries, they (the junta) consciously split Ukrainian society apart, provoking its further disintegration”.

On Sunday, Russian UN Ambassador Vitaly Churkin said that the junta in Kiev sent the military to the eastern Ukraine because the cops sided with the patriotic resistance, saying, “In some places, the police took the side of the resistance. The Kiev “authorities” now have to fling suppression forces from other parts into action”.

On Sunday, in remarks at a UN Security Council meeting, Vitaly Churkin, the Permanent Representative of the RF at the UN, said, “A very dangerous situation took shape in the southeastern Ukraine. We must prevent further escalation of it immediately. The Western sponsors of the Maidan protests, including the USA, have to hold in check their protégés, who’ve gotten out of control, and make them dissociate themselves from neo-Nazis and other extremists. They must stop using the armed forces against the Ukrainian people, and immediately launch a truly nationwide dialogue, with an equal participation of all regions, in the interests of effecting a radical constitutional reform as soon as possible. Only the West has the opportunity to avert a civil war in the Ukraine. The West should stop looking for the hand of Moscow in developments in the southeastern Ukraine. Stop doing that. Stop spreading fibs to the effect that we’ve concentrated large military forces on the border with that country, forces ostensibly prepared to reach nearly the English Channel within hours. It’s time to realise that the people in the southeastern Ukraine are deeply concerned for their future and they don’t want anyone, certainly not unbridled radical nationalists, to impose their will on them”.

On Sunday, Vitaly Churkin, the Permanent Representative of the RF at the UN, told reporters after a meeting of the UN Security Council, “[If it develops into a worst-case scenario], I believe that our Western partners will be responsible for 99 percent of it. The decision of Kiev authorities to engage in combat actions in the southeastern Ukraine would entail the harshest consequences and would lead to escalation and a deeper crisis in the Ukraine. I’d like to hope that, as a result of our quite difficult debate in the UN Security Council, our Western partners would think about how high their responsibility is for current events and would warn those politicians in Kiev, who don’t take any serious step without approval from Western capitals, from fulfilment of this insane plan”.

Oleg Tsaryov, a popular Rada People’s Deputy, and candidate for Ukraine’s presidency, said, “We should delay the election until the autumn. First, we should amend the Constitution, then, after they fulfil all our conditions, we’d be ready to take part in elections”. Tsaryov urged people from southeastern Ukraine to consolidate and make united demands to the country’s leadership, which must enter into negotiations with the resistance and listen to them. Earlier, he agreed to lead the southeastern movement for federalisation. At a news conference in Donetsk, he pointed up that was the only way to “save the country from breaking up”.

Junta chieftain Aleksandr Turchinov didn’t rule out the possibility of declaring a national referendum, which, he said, might be held on the same day with the presidential election on 25 May, saying, “We aren’t against a referendum. I’m certain that in the course of such a referendum, which the Rada might decide to declare, an overwhelming majority of Ukrainians would vote for a centralised unitary Ukraine”.

On Monday, Minister of Foreign Affairs Sergei Lavrov said in a statement that Western hypocrisy over the Ukraine is way out of proportion, saying, “The decision to apply military force is an extremely dangerous development. We should hold those who urge such actions in Kiev responsible to the fullest extent”. He also noted that the West hadn’t yet responded to the junta’s intention to use the military against the resistance in the southeastern Ukraine. Lavrov added that the USA didn’t offer any sensible explanation about reports of a visit by the CIA chief to Kiev. He noted that no units of the GRU or FSB are in the Ukraine and that Russia was for a united and integrated Ukraine.

According to the official MVDU website, on Friday, the SBU put Aleksandr Yanukovich, the son of legitimate Ukrainian President V F Yanukovich on a wanted list. Official reports claim that Aleksandr Yanukovich is a suspect in committing a crime under the UKU articles on forgery by an official, falsification of documents, and drawing up and issuing documents known to be false. This article of the UKU stipulates imprisonment for 2 to 5 years. The SBU said that the court issued a writ of attachment for the suspect.
