Aleksandr Avershin, chief engineer of Luganskvoda State Unitary Enterprise, told LNR Chairman of the Government I V Plotnitsky during a working tour of Antrasit Raion that the water main pipeline from the Yelizavetinsy Reservoir to the Petrovskoi pumping station, intended to carry water to consumers in Krasny Luch and Antratsit, is on schedule and the work is a third done. He said:

Today, if we consider the whole range of work done at Petrovskoi and Antrasit, the job is about 30 percent done. We have all the piping that we need, so, we think that we’d be done by 20 October.

Repairs to Yelizavetinsky Reservoir, which provides water to Antratsit, Krasny Luch, and Alchevsk, began on 7 August. On 1 October, Aleksandr Drobot, Director of the LNR Centre for Recovery Management (TsUV), said that repairs on the slope of the Yelizavetinsky Reservoir Dam are 70 percent done.

OSCE Thinks Junta Forces Complicate DNR Water Supply Functions

Today, Olga Skripovskaya, head of the Donetsk office of the OSCE Special Monitoring Mission, told journalists:

Armed bands and regular Ukrainian forces, along with mines and unexploded ordnance, compounded by poor road conditions, hinders access to wells and hampers bringing in water by pipeline to local residents. Repair work on water supply objects isn’t possible due to shelling. Our mission has contributed to local ceasefires, to enable utilities crews to carry out repair work on water system infrastructure.

However, the ceasefire also allows the junta aggressors to bring up military equipment to the Contact Line and to feed in additional units, including nationalist battalions and foreign mercenaries.

OSCE Concerned about Donbass Water Supply Before Onset of Heating Season

Today, Olga Skripovskaya, head of the Donetsk office of the OSCE Special Monitoring Mission, told journalists:

We’re extremely concerned that central heating utilities won’t function due to war damage in the coming winter (without specifying any localities). Shelling degraded the water supply system; it’s in need of repair. Damage to electrical subsystems Decreased functionality of water pumps. The OSCE considers a speedy withdrawal of heavy weapons from the Contact Line a necessity; the sides should refrain from placing military equipment near civilian infrastructure.

According to local authorities, most localities in the DNR, including those near the Contact Line, are now 90 percent ready for the start of the heating season.

European Water Experts Haven’t Arrived in the LNR and Refuse to Explain Why

Today, V N Deinego, LNR Commissioner at the Minsk Talks, told us that international water supply experts haven’t yet arrived in the LNR, nor have they given a reason for it as of yet, even though the parties reached an agreement to that effect at the Minsk Talks, saying, “The information [about the arrival of the experts] isn’t only inconsistent, we haven’t even got any queries from them. We should’ve received a work plan, but they haven’t done any work on it yet. Only this week, according to the Contact Group, did the experts start work on this. We’ve gotten no explanation about this from anybody”.

Also today, LNR Chairman of the Government I V Plotnitsky stated, “We have no specific date [for their arrival]; the only thing that we have are promises”. Earlier reports stated that as a part of the “road map” to restore water supply utilities in the DNR and LNR, the participants in the Minsk talks agreed that German and Swiss experts would arrive in the LNR in August. The next scheduled meetings of the Contact Group and its four working subgroups will be on 8 and 22 September and 6 and 20 October.
