Пропишешь (propishesh) in the original title would bring to mind to a Russian the word Пропиcка (propiska) which is the title for the registration of residence carried by all Russians in their internal passports. It’d carry the connotation, “They’re even forcing dogs to register, as we have to”. The dog’s reply to the cop gives you Yolkin’s attitude towards the new law. It’s another multilayered Yolkin play on words… with a typically-Russian wry attitude to the authorities and their rules (which is why konvertsy get it so wrong… they don’t understand that Russian Orthodox people are RUSSIANS… who have a puckish attitude towards priests and only a formal allegiance to the canons, just as they have a jaded view of politicians and a thoroughly-Sicilian attitude to the law and legality).
Tomsk Oblast introduced compulsory registration of dogs “in the community”, but a similar procedure for cat owners is voluntary.
